Karimun - Penerapan sistem pendataan pemilih (sidalih) menggunakan internet atau "online" daerah kepulauan di Kabupaten Karimun, Provinsi Kepulauan Riau diperkirakan akan terhambat keterbatasan energi listrik, kata anggota KPU Karimun Evi Herita.

"Sebagai daerah kepulauan dengan keterbatasan energi listrik, Karimun sulit menerapkan sidalih 'online' yang akan diterapkan KPU pusat pada Pemilu 2014," katanya di Tanjung Balai Karimun, Senin.

Evi Herita mengatakan salah satu contoh daerah yang belum dialiri listrik adalah Kecamatan Durai, Moro dan sebagian daerah pulau di Kundur, Kundur Barat, Kundur Utara dan Buru.

"Ada pulau yang sama sekali belum dialiri listrik, ada pula yang hanya menyala pada siang hari," katanya.

Persoalan keterbatasan listrik itu, menurut dia sudah dilaporkan ke KPU pusat dalam pertemuan yang diikuti tiga daerah yang ditunjuk melakukan uji coba sidalih berbasih teknologi informasi di Bogor pekan lalu.

"Laporan kami itu diharapkan menjadi pertimbangan bagi KPU pusat untuk mencarikan solusi agar upaya keakurasian dan kecepataan pendataan pemilih pada Pemilu 2014 dapat terwujud," lanjutnya.

Menurut dia, KPU pusat memang menawarkan alternatif untuk mengatasi kendala listrik di daerah pulau, yaitu penerapan sidalih "offline" dengan menggunakan "flashdisk" atau CD.

Hanya saja, penerapan sidalih dengan menggunakan flashdisk atau CD sudah tentu tidak secepat internet.

"Kalau menggunakan flashdisk dan CD tentu tidak dapat diakses langsung dari tingkat kecamatan," katanya.

Dalam uji coba sidalih pada Maret di Desa Pangke dan Kelurahan Sei Raya Kecamatan Meral, lanjut dia, masalah listrik juga menjadi persoalan dalam menerapkan standar operasional prosedur (SOP) sidalih "online".

"Meski listrik di dua desa itu menyala siang malam, tapi petugas pemutakhiran data pemilih tetap kesulitan karena sering hidup mati, sementara komputer atau server seharusnya menyala 24 jam," ujarnya.

Lebih lanjut dia mengatakan, dalam pertemuan di Bogor, pihaknya bersama dua KPU kabupaten/kota, yaitu KPU Tangerang Selatan Banten dan KPU Jembrana Bali juga ditunjuk KPU pusat sebagai anggota tim perumus SOP sidalih berbasis TI.

"Kami bersama KPU Tangerang Selatan dan Jembrana diberikan amanat untuk merumuskan SOP yang selanjutnya dituangkan dalam rekomendasi akhir penerapan sidalih TI," katanya.

95 Persen

Mengenai uji coba yang dilakukan di Desa Pangke dan Kelurahan Sei Raya, Ketua KPU Karimun Zulfikri mengatakan tingkat keberhasilan pemutakhiran data pemilih menggunakan sistem TI mencapai 95 persen.

"Margin error dalam uji coba pemutakhiran data pemilih itu sekitar 5 persen. Kendalanya karena banyak pemilih yang tidak berada di tempat saat petugas melakukan pendataan," katanya.

Zulfikri mengatakan uji coba sidalih TI yang bekerja sama dengan IFES (International Foundation for Electoral Systems) itu dilakukan sampai pada tahap penetapan daftar pemilih sementara dengan jumlah pemilih pada satu tempat pemungutan suara antara 350 hingga 400 pemilih.

"Idealnya margin error-nya 0 persen. Namun demikian secara umum uji coba itu berjalan sukses," tambahnya.

Gerakan Mahasiswa Intelektual Peduli Bangsa Indonesia Provinsi Kepulauan Riau mengkritik kunjungan Presiden Susilo Bambang Yudhoyono ke Kota Tanjungpinang dan Kabupaten Bintan untuk meresmikan program pengentasan dari kemiskinan dan pembangunan kota terpadu.

"Kami menilai kunjungan kerja Presiden Yudhoyono tidak efektif, karena peresmian kegiatan yang akan dilaksanakan di Kepri dapat diwakili menteri," ujar Koordinator Lapangan Gerakan Mahasiswa Intelektual Peduli Bangsa Indonesia, Astarmin, yang memimpin unjuk rasa 13 orang mahasiswa, seperti diberitakan situs kepri.antaranews.com Jumat (25/2).

Kritikan tersebut disampaikan melalui orasi di halaman dalam Lapangan Pamedan Tanjungpinang, karena kepolisian membatasi tempat demonstrasi.
