Legislator: The Customs Keep FTZ Exit Only

Batam - Members of Commission XI of the House of Representatives Harry Azhar Azis said, the customs officers should (BC) just keep the door to the outside of the Free Trade Zone (FTZ) and Free Port, not at the entrance.

"Customs duty at the exit only, not to keep stuff out of the FTZ," said Harry in Batam, Wednesday.

According to him, the customs authority in overseeing the traffic inflow of imported goods as stipulated in Government Regulation No.10 of 2012 violate the principles of the Law No.44 of 2007 on the Free Trade Zone.

"The key of FTZ is the absence of customs duties," he said.

Imported goods, he said, need not be checked and excise duties, the principle of free area. However, items to be outside the FTZ to the Indonesia other region, must be checked in customs and excise.

"So the customs check at airports and ports to other areas, rather than at the entrance," said Harry.

Although the Government Regulation (PP) 10 of 2012 has been easing customs functions, according to Harry still could hurt the principle of FTZ.

PP 10 of 2012 eliminating restrictions on entry of goods that are prohibited unless the laws and physical checks except those categorized as red.

"But it still may be a game," said Harry.

Head of Compliance Guidance and Information Service Home Service Office of Customs and Excise Batam, Susila Brata, denied the involvement of BC complained that was too thick.

"This new government regulation melt it," he said.

He said customs only run did not mean to complicate the law and business.

According to him, Government Regulation No. 10 of 2012 makes the export-import flows in the Free Trade Zone and Free Port of Batam.

He said there are four easy addition of a free port, the release of inspection of goods, elimination of master list and the removal of restrictions on goods.

If the previously restricted free port in the Port of Batu Ampar, Sekupang and Kabil, so now more and more ports that can be used for loading and unloading of goods is free.

"Now is not limited in the four-port again," he said.

Besides the obligation to submit the list of goods for the industry is now abolished.

According to him, submission of list of imported goods used most often complain about entrepreneurs. With the removal of the familiar form called a master list that would enhance the business.
