The statement contained in the messages sent by Firouzabadi to partners in Iraq, Lt. Gen. Babaker Zebari, and Iraqi Defense Ministry officials Saadun al-Dulaimi, said IRNA.
The departure of U.S. forces "is because of resistance and determination of the people and the Iraqi government," he said.
"I hope the embarrassing failure of the United States after nine years of occupying Iraq would be a lesson for them to never think again attack another country," he said.
Firouzabadi added that Iran is now "ready to expand military and security relationship with Iraq."
Zebari Iraqi military leaders led a delegation to Iran last month to explore greater cooperation between the two defense forces.
U.S. analysts have expressed concern that Iran could exploit the vacuum left by the withdrawal of the U.S. to improve relations with Iraq's Shiite government.
United States often accuses Iran of arming Iraqi militias that attack U.S. forces when they are placed there.
U.S. President Barack Obama said on December 14 that, while the situation is left behind in Iraq is not perfect, "we leave Iraq a sovereign, stable and independent."
